SkillBridge

Third-Party Provider

Bridging military talent and civilian opportunity through expert program support.

What Is a Third-Party SkillBridge Provider?

Short version: the coordinator. A third-party provider — the program also calls it an intermediary — is an organization that manages SkillBridge programs on behalf of employers and training organizations. Not someone who fills out an application for you. An organization that runs the moving parts: program design, recruiting, coordination, administration.
A third-party SkillBridge provider, also called an intermediary, is an umbrella organization that coordinates SkillBridge opportunities for employers and training organizations. Third-party provider status involves actively managing or supporting coordination of SkillBridge programs, not merely completing an application. The third-party model allows employers to obtain specialized program-development, recruiting, coordination, and administrative support.

HYRE HARPER's role as a third-party provider

The Client Organization's Role

The client remains responsible for the workplace, the training experience and its employment decisions. Client responsibilities generally include: define the target roles and required qualifications; identify participating legal entities and worksites; designate participant supervisors and internal decision-makers; provide accurate training, workplace, compensation, benefits and hiring information; review and approve job descriptions and training plans; deliver the approved training experience; supervise participants; maintain a safe workplace; provide required information, records and approvals; make all hiring and employment decisions; determine whether to offer employment following program completion.

Note: HYRE HARPER performs only the services defined in the applicable agreement and statement of work.

Program Authorities and Military Representatives

Government program administrators and military representatives retain their respective program and approval authority. Their responsibilities include: reviewing and authorizing participation; applying the applicable SkillBridge requirements; retaining authority over program approval; maintaining military command approval as a separate process; determining matters outside the authority of HYRE HARPER or the client.

Note: Neither HYRE HARPER nor the client can guarantee government approval, military command approval, candidate placement, or employment.

Important Program Boundary

Organizations that perform SkillBridge training must hold the appropriate approved memorandum of understanding. When HYRE HARPER supports a hosted employer or training organization, a written agreement will clearly define: which party creates or maintains portal entries; which party owns each program-development task; who maintains participant and program records; who prepares and submits required reports; who reports program outcomes; who communicates with participants and other stakeholders; how questions, changes and issues are escalated; which information and approvals the client must provide. This responsibility matrix helps prevent gaps, duplication and uncertainty between HYRE HARPER and the client.

The Value HYRE HARPER Brings to the Client

Reduced Internal Lift

HYRE HARPER provides external program-development, recruiting and coordination capacity.

Clearer Accountability

the engagement can define responsible owners, client inputs, HYRE HARPER deliverables, required records, reporting responsibilities, dependencies, approvals, escalation paths, and acceptance requirements — documented through the applicable agreement, statement of work and hosting agreement.

Connection Between Training and Hiring

training connected to actual civilian workforce needs.

Improved Access to Military Talent

program coordination combined with candidate sourcing, screening, presentation, interview coordination, offer support, and recruiting follow-up.

Repeatable Program Operations

a consistent framework for position design, training plans, candidate engagement, participant support, client communications, records, reporting, issue escalation, and future program expansion.

Protection of Client Decision Rights

the client retains authority over participant supervision, workplace safety, training delivery, hiring standards, employment decisions, and internal approvals. HYRE HARPER supports the process but does not replace the client as employer or workplace authority.
